could this be anything like herpes or hiv? liek could hiv give such fast results? is it anyway possible?to have suck fast results on penis like 3 weeks or 4 weeks from intercorse,
or could it be herpies?

It could be herpies, but not HIV.
Even though you say dont tell me to see a doctor, you really should. The only way to diagnose the problem would be to look at it, and do some pathology tests to see exactly what it is. Herpies doesn't have a very long incubation period as far as I know, so 3 or 4 weeks is reasonable.
You can get tablets to take to control herpies, but you might need a prescription to buy them?? It may all depend where you live.
