What can I wear with my bright blue dress?

I love it! But I need to cover my arms and sort some shoes out!
Would black shoes & black shrug (long sleeves or 3/4) suit?
I fancy wearing silver sandals/shoes but would a black shrug go with silver shoes & the dress?
I do have a silver bag.
I really need help on this one!

First of all, kudos for choice: the dress looks *GREAT*! Trés chic & elegant 
You're on the right track with the accessories. Black shoes & shrug are OK, albeit a too-safe bet. The shrug should be 374 sleeves though, it looks modern,
I'd really wish you'd with your 2nd idea: Silver shoes & bag with a black shrug. YES, they do match (black matches with everything, and it would also compliment the dress). A great choice!
Also, now fashion isn't about being all matchey-matchey (shoes, bag, coat -or in this case shrug) in the same color, so you'd be very en vogue.
Another recommendation would be shoes or bag in a bold, complimentary color to your dress. Try purple or apple green. They'll add burst of color to the dress (even though the dress is colorful by itself). If you decide to go this route, nix the silver...just 2 colors for the whole ensemble or you'll look TOO busy.
I'd recommend keeping the shrug black, or if you'd like, a deep or jewel color that compliments your dress (like purple again), since black or darker colors tend to be slimming, so if you have some issues with your upper-arms, this is the way to go.
Please don't don a silver shrug. Remember Jennifer Hudson's disastrous frock on last year's Academy Awards. The golden shrug was the culprit
